SoCal: San Jacinto Man Wanted for Attempted Kidnapping

The San Jacinto Sheriff's Station is Asking for the Public's Help with Locating Billy Fenter

40-year-old Billie Fenter, who is a resident of San Jacinto is wanted for attempted kidnapping. The suspect was seen driving a black, 4-door, Nissan, sedan, with an Arizona license plate number CEJ2788.

On Sunday, July 28, 2019, about 12:34 PM, deputies assigned to the San Jacinto Sheriff’s Station responded to the area of Esplanade Avenue and San Jacinto Avenue reference a call of a child annoyance. The suspect was seen trying to lure a 15-year-old juvenile into his vehicle.

Based on a witness statements, the following information was provided to the deputies: The suspect was seen driving a black, 4-door, Nissan, sedan, with an Arizona license plate number CEJ2788. Deputies later located, arrested, and booked, 40-year-old Billie Fenter, who is a resident of San Jacinto, for 647.6 (a) (1) Penal Code - annoying and molesting a child.

The vehicle provided to the deputies by witnesses was also found in the possession of Fenter. Due to the circumstances of the crime, a bail enhancement was sought by the deputies and was granted.

On Tuesday, July 30, 2019, at 5:39 PM, deputies assigned to the San Jacinto Sheriff’s Station responded to the area of Esplanade Avenue and San Jacinto Avenue reference an attempt kidnapping. The circumstances behind the attempt kidnapping were similar to those on Sunday, July 28th.

The witnesses and the victim described the suspect as a black, male, adult, approximately 30-40-years-old. Further they described the suspect last seen driving a black, Nissan sedan with an Arizona license plate.

Due to the suspect’s vehicle and physical description matching the description of the previous call on July 28th, a record check was conducted and it revealed Billy Fenter bailed out of custody on July 29, 2019.

The victim positively identified Billy Fenter as the same suspect.

Deputies conducted a widespread search for Fenter, but they were unable to locate him. The San Jacinto Sheriff's Station is asking for the public's help with any information regarding the location of Billy Fenter and is encouraged to contact the San Jacinto Sheriff's Station, attention Deputy Bordeau, at 951-776-1099.
